CIP vs. Comprehensive Plan essay

Traditionally, communities have a capital improvement program and a comprehensive plan which are very important for the development of the community. In this respect, my community, Hollywood, Fl. is not an exception and it has both the capital improvement program and the comprehensive plan.

Basically, the capital improvement program and the comprehensive plan have both similarities and differences. At first glance, both define the basic policy of the community for the future, but the capital improvement program is focused on a short-term perspective and is mainly oriented for the next four-six years, while the comprehensive plan is the document which is oriented on a long-term perspective.

At the same time, the capital improvement program is mainly focused on financial policies of the community and development of the community, including investments, funding of local projects, etc. As for the comprehensive plan, it is a more fundamental document. What is meant here is the fact that the comprehensive plan defines the large strategy of the development of the community in a long-term perspective. The plan is not entirely focused on financial issues solely, but it also includes basic policies of the community which influence its further development.

On the other hand, the existing differences between the capital improvement program and the comprehensive plan do not make these documents antagonistic. In contrast, they complement each other. To put it more precisely, the capital improvement program defines the short- and mid-term strategy of the development of the community, while the comprehensive plan present the long-term strategy of the development of the community.

Thus, in conclusion, it should be said that the development of the capital improvement program and comprehensive plan are essential for the normal and efficient development of communities.
