All nations and races face the problem of homelessness, especially in the third world countries, and as well in developing and developed countries. The races that are overrepresented in the streets are those who have their peculiarities and the way of life, for example gypsy. Different outlook and perception of normal life also have black people in some regions of Africa and Latin America, where they are representing the majority of the homeless.
Form and extent of homelessness as a social phenomena are social and historical conditioning and the national state specificity, which in Russian society during most of the XX century was expressed in the failure to ensure the country’s population comfortable housing and a simultaneous imposition of the state to citizens depending on the legal exercise of their rights and freedoms mechanisms for the registration of their place of residence or place of residence.
