The Health and Human Services Commission (HHSC) provides guidance and cultivates developments for achieving an effective health and human services system in Texas. HHSC supervises and performs Texas health and human services programs. Commission’s annual budget makes $16 billion. Texas HHS system consists of 5 agencies, and we will consider two of them: Department of State Health Services (DSHS) and Department of Aging and Disability Services (DADS).

DSHS offers state health care services, comprising hospitals, health centers and agencies. Department initiates about 30 programs for maintaining Family and Community Health, comprising specific services for patients of different age-groups (Adolescent Health, Take Time for Kids) and services oriented on certain diseases (Community Mental Health, Breast and Cervical Cancer Services, Epilepsy Services, Kidney Health Care, etc.).

DSHS has the fund of about $9.8 billion and annually serves 2.1 million people.

DADS takes care of aging people and those having physical and mental disabilities. Its aim is to give a complete range of easily accessed services, aid, and prospects. DADS major duties are: collaboration with customers, service providers, caregivers, etc.; elaborating and expanding services meeting peoples’ individual needs; ensuring self-determination, client’s safety and rights. Having an annual budget of over $5 billion, DADS serves about 2.5 million people aged 60 and older.

Main functions of Health and Human Services Commission are eligibility determination, system planning and estimation, policy development and rule-making, fraud and abuse prevention and detection, border affairs, early childhood coordination, ombudsman services. In order to better perform the their functions, the named agencies provide all the necessary information at their official sites, including programs list, reports and statistic data, offered services with contact information and other useful links for customers. This undoubtedly increases effectiveness of agencies’ work and their usefulness for the society.
